In recent months, we've taken a series of extraordinary steps, not just to repair the immediate damage to our economy, but to build a new foundation for lasting and sustained growth. We're here to create new jobs, to unfreeze our credit markets. We're stemming the loss of homes and the decline of home values.All this is important. But even as we've made progress, we know that the road to prosperity remains long and it remains difficult. And we also know that one essential step on our journey is to control the spiraling cost of health care in America. And in order to do that, we're going to need the help of the AMA. (Applause.)Today, we are spending over trillion a year on health care -- almost 50 percent more per person than the next most costly nation. And yet, as I think many of you are aware, for all of this spending, more of our citizens are uninsured, the quality of our care is often lower, and we aren't any healthier. In fact, citizens in some countries that spend substantially less than we do are actually living longer than we do.Make no mistake: The cost of our health care is a threat to our economy. It's an escalating burden on our families and businesses. It's a ticking time bomb for the federal budget. And it is unsustainable for the ed States of America.It's unsustainable for Americans like Laura Klitzka, a young mother that I met in Wisconsin just last week, who's learned that the breast cancer she thought she'd beaten had sp to her bones, but who's now being forced to spend time worrying about how to cover the ,000 in medical debts she's aly accumulated, worried about future debts that she's going to accumulate, when all she wants to do is spend time with her two children and focus on getting well. These are not the worries that a woman like Laura should have to face in a nation as wealthy as ours. REMARKS BY THE PRESIDENT AT THE SIGNING OF A PRESIDENTIAL MEMORANDUM REGARDING FEDERAL BENEFITS AND NON-DISCRIMINATION THE PRESIDENT: Well, today I'm proud to issue a presidential memorandum that paves the way for long-overdue progress in our nation's pursuit of equality. Many of our government's hard-working, dedicated, and patriotic public servants have long been denied basic rights that their colleagues enjoy for one simple reason -- the people that they love are of the same sex. Currently, for example, LGBT federal employees can't always use sick leave to care for their domestic partners or their partners' children. Their partners aren't covered under long-term care insurance. Partners of American Foreign Service officers abroad aren't treated the same way when it comes to the use of medical facilities or visitation rights in case of an emergency. These are just some of the wrongs that we intend to right today. In consultation with Secretary of State Clinton, as well as OPM Director John Berry, my administration has completed a long and thorough review to identify a number of areas where we can extend federal benefits to the same-sex partners of Foreign Service and executive branch government employees. I'm requesting that Secretary Clinton and Director Berry do so where possible under existing law -- and that the heads of all executive departments and agencies conduct reviews to determine where they may do the same. Hundreds of Fortune 500 companies aly offer such benefits not only because it's the right thing to do, but because they recognize that it helps them compete for and retain the best possible talent -- and we need top talent serving their country right now more than ever. Now, under current law, we cannot provide same-sex couples with the full range of benefits enjoyed by heterosexual married couples. That's why I'm proud to announce my support for the Domestic Partners Benefits and Obligations Act, crucial legislation that will guarantee these rights for all federal employees. I want to thank Representative Tammy Baldwin, who is behind me somewhere -- there she is, right there -- for her tireless leadership on this bill and in the broader struggle for equality. I want to thank Senator Joe Lieberman -- Joe is here -- as well as Susan Collins for championing this bill in the Senate; and Representative Barney Frank for his leadership on this and so many other issues -- in fact, this is his second trip to the White House today. (Laughter.) It's a day that marks a historic step towards the changes we seek, but I think we all have to acknowledge this is only one step. Among the steps we have not yet taken is to repeal the Defense of Marriage Act. I believe it's discriminatory, I think it interferes with states' rights, and we will work with Congress to overturn it. We've got more work to do to ensure that government treats all its citizens equally; to fight injustice and intolerance in all its forms; and to bring about that more perfect union. I'm committed to these efforts, and I pledge to work tirelessly on behalf of these issues in the months and years to come. Good morning. This Monday, our Nation will mark the 5th anniversary of the attacks of September the 11th, 2001. On this solemn occasion, Americans will observe a day of prayer and remembrance, and Laura and I will travel to New York City, Pennsylvania, and the Pentagon to take part in memorial ceremonies. Our Nation honors the memory of every person we lost on that day of terror, and we pray that the Almighty will continue to comfort the families who had so much taken away from them.On this anniversary, we also remember the brutality of the enemy who struck our country and renew our resolve to defeat this enemy and secure a future of peace and freedom.So this week I've given a series of speeches about the nature of our enemy, the stakes of the struggle, and the progress we have made during the past five years. On Tuesday in Washington, I described in the terrorists own words what they believe, what they hope to accomplish, and how they intend to accomplish it. We know what the terrorists intend, because they have told us. They hope to establish a totalitarian Islamic empire across the Middle East, which they call a Caliphate, where all would be ruled according to their hateful ideology.Osama bin Laden has called the 9/11 attacks, "A great step towards the unity of Muslims and establishing the righteous [Caliphate]." Al Qaeda and its allies reject any possibility of coexistence with those they call "infidels." Hear the words of Osama bin Laden: "Death is better than living on this earth with the unbelievers amongst us." We must take the words of these extremists seriously, and we must act decisively to stop them from achieving their evil aims.On Wednesday at the White House, I described for the first time a CIA program we established after 9/11 to detain and question key terrorist leaders and operatives, so we can prevent new terrorist attacks. This program has been invaluable to the security of America and its allies, and helped us identify and capture men who our intelligence community believes were key architects of the September the 11th attacks.Information from terrorists held by the CIA also helped us uncover an al Qaeda cell's efforts to obtain biological weapons, identify individuals sent by al Qaeda to case targets for attacks in the ed States, stop the planned strike on a U.S. Marine base in Djibouti, prevent an attack on the U.S. consulate in Karachi, and help break up a plot to hijack passenger planes and fly them into Heathrow Airport or the Canary Wharf in London.Information from the terrorists in CIA custody has also played a role in the capture or questioning of nearly every senior al Qaeda member or associate detained by the U.S. and its allies since this program began. Were it not for this program, our intelligence community believes that al Qaeda and its allies would have succeeded in launching another attack against the American homeland. We have largely completed our questioning of these men, and now it is time that they are tried for their crimes.So this week I announced that the men we believe orchestrated the 9/11 attacks had been transferred to Guantanamo Bay. And I called on Congress to pass legislation creating military commissions to try suspected terrorists for war crimes. As soon as Congress acts to authorize these military commissions, we will prosecute these men and send a clear message to those who kill Americans: No matter how long it takes, we will find you and bring you to justice.As we bring terrorists to justice, we're acting to secure the homeland. On Thursday in Atlanta, I delivered a progress report on the steps we have taken since 9/11 to protect the American people and win the war on terror. We are safer today because we've acted to address the gaps in security, intelligence, and information sharing that the terrorists exploited in the 9/11 attacks. No one can say for sure that we would have prevented the attacks had these reforms been in place in 2001 -- yet, we can say that terrorists would have found it harder to plan and finance their operations, harder to slip into our country undetected, and harder to board the planes, take control of the cockpits, and succeed in striking their targets.America still faces determined enemies. And in the long run, defeating these enemies requires more than improved security at home and military action abroad. We must also offer a hopeful alternative to the terrorists' hateful ideology. So America is taking the side of democratic leaders and reformers and supporting the voices of tolerance and moderation across the Middle East. By advancing freedom and democracy as the great alternative to repression and radicalism, and by supporting young democracies like Iraq, we are helping to bring a brighter future to this region -- and that will make America and the world more secure.The war on terror will be long and difficult, and more tough days lie ahead. Yet, we can have confidence in the final outcome, because we know what America can achieve when our Nation acts with resolve and clear purpose. With vigilance, determination and courage, we will defeat the enemies of freedom, and we will leave behind a more peaceful world for our children and our grandchildren.Thank you for listening. 200703/10704
